Facebook ads not working? An 11-step checklist for ads that do not deliver
When Facebook ads are not working, first decide which problem you have. Either the ads do not deliver, meaning little or no spend and few impressions, or they deliver and bring no results. Check these in order: review status, payment and account status, learning limited, audience, budget, bids, creative fatigue, tracking, objective, landing page and special ad categories. Most cases show up in the Delivery column and in Account Quality within minutes.
Is it a delivery problem or a results problem?
Two different problems look alike from the outside. In a delivery problem the ad set spends nothing or far less than its budget. In a results problem money is spent and clicks arrive, but no leads or sales are recorded. Delivery problems come from approval, payment, budget, bids and audience. Results problems come from tracking, objective, creative and the landing page.
Ads Manager shows a status at three levels: campaign, ad set and ad. Meta recommends checking all three, because a campaign can look fine while one ad is rejected or still in review.
The order below is a practical order, not a statistic. It starts with the things that block delivery completely and ends with the things that only make delivery weaker. Names follow Meta's Help Center as of November 2026, and Ads Manager labels can change.
Do not judge a new campaign after a day. On small budgets a few results can swing the numbers a lot.
Symptom, where to look and what to do
| Symptom | Where to look | Likely cause | Fix |
|---|---|---|---|
| Ad stays In review | Delivery column at ad level | Meta is still checking the ad against its Advertising Standards (most ads are reviewed within 24 hours, some take longer) | Wait; if it does not move after a day or two, check Account Quality for notices |
| Ad is Rejected | Delivery column; Account Quality for the reason | The ad does not comply with Meta Advertising Standards | Edit the ad to comply and save, which resubmits it; request a review in Account Quality if you think the decision was wrong; create a new ad if the ad cannot be edited |
| Nothing delivers at account level | Billing and payment settings; Account Quality | Failed payment, missing payment method, account spending limit or an account restriction | Pay the balance, retry or add another payment method, fix your role, or request a review of the restriction |
| Ad set shows Learning limited | Delivery column at ad set level | The ad set is unlikely to get around 50 optimization events in the week after its last significant edit | Raise the budget, widen the audience, choose a more frequent event or merge ad sets |
| Spends little or nothing, or a budget warning appears | Ad set budget and the warning in Ads Manager | Budget below Meta's minimum, or too small for the event and bid you chose | Raise the daily budget; with a cost cap keep it at least five times the cap |
| Underspending with a bid or cost cap | Ad set bid strategy and the delivery message | The limit is lower than what the auction asks for | Raise or remove the control, or use lowest cost if you have no strict cost goal |
| Results fall while frequency rises | Frequency and reach columns, results by ad | Creative fatigue: the same people saw the same creative many times | Add fresh creative or change the audience |
| Clicks arrive but no leads or sales are recorded | Events Manager: Overview, Test Events, Diagnostics | Pixel or Conversions API not sending the event you optimize for | Fix the tag, test the event, then wait for new data |
| Many clicks, no business results | Campaign objective and ad set optimization event | The campaign optimizes for clicks or views, not the result you want | Create a campaign with the right objective and event |
| Tracking works but visitors do not convert | The landing page on a phone | Slow page, unclear offer, long form or a page that does not match the ad | Fix the page, then compare again |
| Housing, jobs, credit or politics ads reach few people | Special Ad Category setting in the campaign | Targeting is limited for these categories | Declare the category correctly and use the targeting options that remain |
Example: a lead ad set that spends almost nothing
Example: an advertiser sets a $10 daily budget and a $5 cost cap on a lead ad set. Meta's guidance says that with a cost cap the daily budget should be at least five times the cap, which here would be $25. Meta also says spending with a cost cap can be slower than with the lowest cost strategy.
If the auction asks more than $5 for a lead, the ad set may spend only a small part of its budget. The fix is one of three: raise the budget to $25 or more, raise the cap, or switch to lowest cost if there is no strict cost goal. The numbers are hypothetical; your minimum depends on your country, currency and optimization event.
The usual causes, in the order to check them
- 1. The ad is rejected or still in review. Look at the Delivery column for the ad. A rejected ad does not run until you edit it, request a review or replace it.
- 2. Payment failed or the account is restricted. A failed payment pauses ads until the balance is paid. Check billing, then Account Quality. Restrictions can limit spend, features or all advertising, and you can request a review.
- 3. The ad set is Learning limited. Meta says this is not a penalty. It means the ad set is unlikely to get around 50 optimization events in the week after its last significant edit.
- 4. The audience is too narrow. The estimated audience size is only an estimate, and it is not the number of people who will see the ad. For custom audiences Meta suggests using fewer conditions or a longer window, up to 180 days.
- 5. The budget is too low for the event. Meta blocks ad sets below its minimum daily budget, and optimizing for purchases can need more budget than optimizing for landing page views.
- 6. The bid or cost cap is too low. Meta says a low bid limit can limit or stop delivery, and a cost cap is an average target, so spend can be slower than with lowest cost.
- 7. The creative is tired. Meta describes creative fatigue as an audience that has seen the same creative many times. Watch frequency next to results.
- 8. The pixel or Conversions API is broken. If Meta does not see the event, it cannot optimize for it and your results look like zero. See Is your Meta pixel working? Last event, volumes and silence alerts.
- 9. The objective is wrong. A traffic or engagement campaign gets clicks and reactions. For leads or sales choose the matching objective and optimization event; see How to create a Facebook ad campaign with the right objective.
- 10. The landing page loses people. Open it on a phone, check speed and match the page to the ad. See Ad landing page check: match every ad to its page before launch.
- 11. A Special Ad Category applies. Housing, employment, financial products and services, and social issues, elections or politics ads must declare a category, and targeting options are limited.
A 15-minute order of checks in Ads Manager
- Open Ads Manager, set the last 7 days and read the Delivery column at campaign, ad set and ad level.
- Open Account Quality in Business Support Home to see notices and restrictions, then open billing for failed payments, a missing payment method or a spending limit.
- On the ad set, check the budget, schedule, audience size, bid strategy and optimization event.
- Open Activity history and look for edits made just before delivery slowed. See Meta ads activity history: who paused your ads and how to undo it.
- Open Events Manager: Overview, Test Events and Diagnostics. Use Meta Ads Data Advisor (the new name of Meta Pixel Helper) on the landing page.
- Open the landing page on your phone and submit a test lead.
- Change one thing at a time. Meta lists a pause, or a change of optimization event, audience or creative, as a significant edit, and a large budget or bid change can count too.
Limits and what to avoid
- Meta says daily spend can be up to 25% above or below the daily budget on a given day, so small day-to-day gaps are normal.
- Frequent edits restart learning. Fix the one cause you found, then wait for data before the next change.
- We do not quote a normal cost per result. It varies by niche, country and season. For planning, see How much do Facebook ads cost for a small business?
- In AdAce Ads you can see what Meta reports for each campaign, ad set and ad, with reasons: delivering, in review, rejected or with issues. Live checks are for owners and admins. A pixel health monitor raises a critical alert when a pixel used by active ad sets goes silent. See Meta delivery status: in review, rejected, errors and why and Meta ad set reach and frequency, live.
- Some problems, such as an account restriction or a payment failure, must be fixed in Meta's own tools. AdAce Ads never takes a fee on your ad spend.

Common questions
Why are my Facebook ads not delivering?
Common reasons are an ad that is rejected or still in review, a failed payment or account restriction, a budget or bid that is too low, and an ad set that is Learning limited. Check the Delivery column at campaign, ad set and ad level first.
What does Learning limited mean?
Meta shows it when an ad set is unlikely to get around 50 optimization events in the week after its last significant edit. Meta says it is not a penalty. Raising the budget or choosing a more frequent event can help.
Why do my Facebook ads have no results?
If the ads spend but no leads or sales are recorded, check that the pixel or Conversions API sends the event you optimize for, then the objective, the creative and the landing page. Test the event in Events Manager.
How long does Facebook ad review take?
Meta says most ads are reviewed within 24 hours, though some take longer. If an ad is rejected, edit it and save to resubmit it, or request a review in Account Quality.
Can a low budget stop Facebook ads from running?
Yes. Meta has minimum daily budgets, and you cannot run an ad set below the minimum. With a cost cap, Meta recommends a daily budget of at least five times the cap.
Should I change several settings at once?
No. A pause or a change of event, audience or creative counts as a significant edit and can restart learning. Fix the one cause you found, then wait for data.
