Keep a decision log when advertising data is incomplete
Incomplete data does not always require doing nothing. A confirmed broken destination can justify a repair even when the conversion report is delayed. A portfolio budget reallocation based on unknown lead quality may need to wait. A decision log records which facts support an action, which gaps can change the answer and which observations are needed next. It preserves the reasoning instead of only the eventual button click.
Incomplete evidence can support some decisions
Each entry needs a decision, permitted scope, observation window, extraction time, known evidence, missing evidence, alternatives and owner. Add a coverage description that distinguishes missing collection, immature outcomes and unavailable definitions. These problems are not interchangeable. The log should say what can be decided now and what cannot, rather than assigning one overall green or red completeness score that hides the relevant gap.
Educational bounded scenario, not an estimate of actual campaign results: known records contain spend 900 units and 30 verified compatible outcomes. Another source confirms 200 additional spend, while a reconciled intake list establishes at most 10 additional eligible outcomes whose statuses are unresolved. Under those stated bounds, complete CPA could range from 1,100 / 40 = 27.50 to 1,100 / 30 = 36.67. If the decision boundary is 32, the missing outcomes can reverse the conclusion. The observed 900 / 30 = 30 must not be presented as the complete CPA.
Bounds require evidence. If there is no credible upper limit on missing outcomes, the ten-outcome bound cannot be invented. Likewise, known billed spend may use a different currency or accounting period from the performance records. Reconcile that basis before using it. A useful log distinguishes verified bounds from plausible scenarios and leaves uncertainty genuinely open when the available information cannot constrain it.
Record what would change the answer
- Tie each gap to its decision consequence. A missing creative thumbnail may not block a spend reconciliation; missing outcome definitions can invalidate its denominator.
- Preserve the decision as of its timestamp. Later data can change the assessment without obscuring what the operator reasonably knew at the time.
- Assign a next evidence request, owner and review condition. A deferred decision should have a route to resolution rather than becoming an indefinite pending note.
Build a completeness-aware decision entry
- Write the proposed decision and affected account or client. Separate a confirmed operational correction from a performance-driven money movement.
- Inventory the available rows, dates and definitions. Label unknown values explicitly and identify collection gaps, maturation and incompatible sources.
- Ask whether a missing value could reverse the action. Use evidence-backed bounds where possible, or clearly labelled scenarios when bounds are unavailable.
- Choose act, act within a separately authorized limit, investigate or defer. State the reason and the maximum consequence of being wrong; do not let the log itself authorize a campaign write.

Unknown is not zero
- A ratio from complete spend and partial outcomes is a different object from one where both numerator and denominator are partial. Describe the exact coverage rather than simply adding approximate to CPA.
- Zero is an observed value. Unknown means the observation or definition is unavailable; replacing it with zero creates a conclusion unsupported by the record.
- The log supports accountable reasoning, not a claim that every decision was correct. Review adverse outcomes and update future evidence requirements without rewriting past facts.
