Choose a next action from lost impression share without chasing coverage
Lost impression share describes missed auction opportunity, not missed profit. A campaign can lose substantial share and still be the wrong place for more spending. Use a priority matrix that combines the apparent constraint with business economics and evidence quality. The question is which investigation deserves attention, rather than how to remove every lost impression.
Pair an auction constraint with business economics
Google distinguishes Search lost impression share due to budget from loss due to Ad Rank, and describes impression share against estimated eligible impressions. Keep those meanings attached to the actual metric and campaign type. Do not treat a rank-loss percentage as a direct estimate of missing sales or add different campaign types into a single unqualified account score. Missing values should remain missing, not become zero loss.
Your proposed matrix has two primary axes: apparent constraint and outcome economics. For budget-constrained, economically acceptable demand, investigate whether additional spend has a useful role and whether fulfilment can support it. For rank-constrained demand, review relevance, landing experience and auction conditions before reducing the problem to a higher bid. For poor business economics under either constraint, repair the offer or measurement before buying more exposure.
Educational example: Campaign A reports 35% budget loss and a mature qualified-enquiry cost of $70, against a business planning range of $60–$90. Campaign B reports 45% rank loss and an enquiry cost of $160. These numbers make A a plausible budget investigation and B a relevance or economics investigation. They do not predict a 35% increase in leads, and the planning range is invented for the example rather than an industry benchmark.
Add an evidence-quality overlay. Sparse outcomes, changed conversion definitions, delayed reporting or an unavailable product weaken every proposed action. A campaign with apparently attractive CPA and incomplete outcomes should be marked investigate, not expand. Google also describes Quality Score as diagnostic rather than an auction input; use its components to find questions, not as a formula converting points into bids or guaranteed traffic.
Investigate budget, investigate rank or hold
- Investigate budget: acceptable mature economics, a credible capacity plan and observed budget constraint. Define a bounded test and the marginal outcome you would need.
- Investigate relevance or auction conditions: meaningful rank loss with a coherent business offer. Compare ad intent, page usefulness and eligibility before considering any bid response.
- Hold or repair: unclear economics, incomplete measurement or an unfulfillable offer. Record why more coverage is not currently the priority and what would change that decision.
Prioritise one decision with an evidence overlay
- Choose completed reporting dates with suitable conversion maturity. Record campaign type and the exact share metric; similar names can have different eligible inventories.
- Attach qualified outcome cost and contribution assumptions to each campaign. Keep diagnostic conversions separate from the business denominator.
- Identify the dominant observed constraint, but preserve other plausible causes. A matrix category should narrow the next question rather than declare the final answer.
- Mark evidence quality and known operational restrictions. Use an explicit unknown state where reporting is absent or the outcome linkage cannot be trusted.
- Prioritise one investigation by potential business usefulness and the ability to learn. The largest percentage alone does not deserve the first budget change.
- Write the decision, owner, spending boundary if a test is later authorised, and review date. Afterward compare total compatible outcomes, not just a more impressive coverage figure.
Coverage is not a profit forecast
- The campaign figures and planning range are educational only. They illustrate prioritisation, not promised conversions, a client case or a universal acceptable CPA.
- Eligible impression estimates can change with settings and auction conditions. A percentage change may reflect a different denominator as well as different delivery.
- This method does not issue bid or budget writes. Any implementation needs its own authorisation, limits and result check; a higher share can still have worse economics.
